You shouldn’t HAVE to work and earn money to be a free person. You don’t have a right to personal home but you certainly don’t owe anyone labor. That’s serfdom with extra steps to say otherwise. It’s your right to do nothing if you choose. And Im assuming arresting everyone puts them in the same jail as criminals so that would be on their records, hindering their ability to move on. Unless you want a special jail that doesn’t count as criminal, which would just be a mandatory shelter that costs more resources
