Hiroshima Gets No Number The International Nuclear and Radiological Event Scale runs from Level One—an anomaly—to Level Seven: a major accident. Chernobyl receives a Seven. Fukushima receives a Seven. Three Mile Island receives a Five. Hiroshima, Nagasaki and Castle Bravo receive no number. Not because they caused less harm. Because the scale does not count them. When destruction is not an accident The International Atomic Energy Agency created the scale for civilian nuclear events: reactor failures, damaged fuel, lost radioactive sources and failed containment. It excludes warfare, weapons tests, malicious acts and deliberate exposure. The distinction is administrative. The consequences are physical. Radiation does not ask whether its release was accidental or intentional. It recognizes neither authority nor borders. It enters air, water, soil, food and bodies. Yet the scale counts only the moment when control fails. Chernobyl receives a Seven because the reactor exploded. Hiroshima receives no number because the bomb worked as designed. The disasters without numbers On August 6, 1945, an atomic bomb was detonated over Hiroshima. Three days later, another was detonated over Nagasaki. Human beings were vaporized, burned, crushed and irradiated. Survivors carried cancer risks, chronic illness, stigma and lifelong surveillance. The weapons had worked as designed. Castle Bravo contaminated inhabited Pacific islands and the Japanese fishing vessel Lucky Dragon No. 5. The Soviet Union conducted 456 nuclear tests at Semipalatinsk. Tests followed in Nevada, the Pacific, Australia, Algeria, Polynesia and China. The world conducted 2,056 nuclear tests. About one-quarter occurred in the atmosphere. Not one became a Level Seven. The whole world became downwind Atmospheric testing carried radioactive material around the planet. Fallout descended through air, rain and snow. It entered pasture, milk, crops, animals and people. Bomb-produced carbon-14 became so embedded in living tissue that scientists use its “bomb pulse” to date biological material. UNSCEAR estimated an average worldwide commitment of approximately 3.5 millisieverts of additional exposure. But the average conceals the sacrifice. People near test sites received far more. Children drank contaminated milk. Indigenous communities lost land, food systems, health and HOME. Workers and military personnel entered contaminated environments without informed consent. The fallout became global. The sacrifice remained local. The architecture of exclusion Accidents are classified. Attacks are commemorated. Weapons tests are counted. Fallout is averaged. Victims are divided by nation, decade and diagnosis. No institution calculates the whole inheritance. INES records failed equipment, barriers and radioactive releases. It does not measure displacement, cultural destruction, lost homelands, secrecy, stigma or generations wondering whether illness began within or arrived from upwind. Those consequences fall outside the category. They do not fall outside human life. No number does not mean no disaster INES is useful. It is not large enough. A true accounting would include accidents, weapons, bombings, tests, waste, contamination, exposure, displacement and intergenerational responsibility. It would ask not merely whether a machine failed, but whether life and Earth were harmed. It would measure consequences—not intentions. Until then, the official record contains a fatal contradiction: Chernobyl receives a Seven because containment failed. Hiroshima receives no number because destruction was the design. Humanity has already conducted its nuclear experiment on the entire planet. None of us consented. Not all of us received the same dose. But none of us remained entirely without exposure.
