God is not human, so, by extension, human concepts like gender do not apply the same way. God is omnipotent and omnipresent. "He" is both everything and nothing, male, female and everything in-between. it's most likely the reason "He" and "Father" are so prevalent is because genderless language was uncommon in those days, and in the Old Testament, God filled the role of the disciplinarian father, rather than the nurturing mother figure from the New Testament.
