permit is not a "rental" it gives permission to set up vending in a designated time and place to hock wares where its otherwise illegal

Non Profits need profits to survive and to fund the work that makes them a tax free enterprise known as a non-profit. And it’s not uncommon for public places to be reserved for private events whether for profit, non-profit, or even a family event. IMO Your making a problem to cause a scene and some day someone in your circle will want to reserve a public space for a private activity and YOU will be offended when an un-invited individual wants in to express their freedoms.
