Few things. 1: CIA is Never permitted to work on any “case” stateside without a domestic agency attached (usually one of the 3-letter agencies; all of which can be reached for verification). 2: CIA supervisors are NOT considered confidential information (officer isn’t asking for anything classified). 3: The only law enforcement unit of the CIA is SPS, and even then SPS is extremely restricted in their scope of operation (with their jurisdiction being only CIA property like Langley). A CIA analyst would NEVER be given an unmarked cruiser with emergency lights (I know this bcuz I know actual CIA analysts IRL and none have that kinda equipment)
