As a cat groomer maybe try a mobile groomer someone who comes to your house. You using scissors gave me serious anxiety. Try using a metal comb to comb him instead a brush that’ll help. This is Teddy he comes to see me every 6 weeks.

I think your shaver is the problem. I would recommend getting a better one that will just cut through the hair instead of pulling on the matts! I got one from Amazon that’s designed for pet fur and it took 5 mins to shave my long haired cat with it!
