I think Brook is just able to move his soul again outside of his body. His fruit is supposed to revive him immediately, but was unable because of the fog in Florian Triangle. It means Brook is the soul, not the skeleton itself. His training arc is basically learning how to operate the physical manifestation of himself outside of his vessel/body
