What I’ve observed from my couch in Texas… That area was largely undeveloped(and riddled with overhead power lines) until around 2010. 2013 brought the start of construction of Eden Station Dr. which is where those poles were originally located. In 2014 the poles(there were 3) & transformer that powers the lights at the Augusta & Eden Station drive intersection, were relocated to where they sit today. In Jan 2017 the #3 pole was removed & a lighting control cabinet was installed in its place for the areas lighting. Flash forward to 2026 & no one can justify the cost to have a 2m overhead line dismantled & converted to an underground feed with a pad mount especially because it will most definitely interrupt power to traffic control devices at what appears to be a very busy intersection now.

The underground HV (11kv) comes up one pole and is then run through a transformer to LV (415v) on the other pole which can then be used for lighting and other services that may be in the area.

It’s not a transformer. It’s a capacitor bank. I don’t know exactly why the power company didn’t want to build a vault and install it underground -probably for safety reasons. Cap banks are used to boost the voltage by altering the phase angle between the voltage and current curves. If the master planned community is large enough, the power demand under certain conditions will drag the voltage down requiring a capacitor bank.
