Prisons and mental facilities for people that have committed crimes are more focused on simply locking away and "punishing" rather than rehabilitating, which should be the whole point of it. Of course, some crimes are beyond forgivable, but in most cases that's not how it should be.

if we extend that argument then jails shouldnt even exist because the government "may just put anyone there if they wanted to" the solution should be to have a proper justice system that cannot just deem anyone they want a criminal like the examples you mentioned

This is a prime example of a slippery slope fallacy and a hasty generalisation fallacy. It treats the initial step (punishing the guilty) as automatically triggering extreme, unrelated outcomes, without evidence that the proposed policy lacks safeguards. Many societies distinguish between the rights of the convicted and the unconvicted without descending into totalitarianism. Prisons exist voting rights certain civil liberties or freedoms can be restricted post conviction in limited ways These have not inevitably led to mass revocation of rights for everyone. taking the examples of some of the worst regimes to exist in generalising upon all systems that limit rights and liberties is illogical.
