when it coms to application of rules fo skilled worker it is the date of application therefore if you have nto finished your course you will not be able o switch under the current IR

I was enrolled in a 2.5-year degree program, but I left my studies after 9 months. Despite this, I still had permission to work, however, my university later withdrew my sponsorship. I claimed asylum on 19 May 2023, and at that time I was on a student visa. There was no rule then requiring students to complete their degree before switching to a Skilled Worker visa. This rule was implemented after I made my asylum claim. Now, my CAS has expired, and I am currently on an appeal. My question is: in this situation, is it possible for me to switch to a Skilled Worker visa? Please consider my circumstances and guide me accordingly. Thank you.
