I live in Cairns and have done for 20 years and never see crocs and there are heaps of them here. It pays to have a healthy respect of any body of water and stay clear but it seems surreal that we never see them.

1. Fogg dam is not part of Kakadu NP. if you only went to the dam then yes that's a scam. but you would have also gone to Kakadu and that's not clear to everyone from your video 2. the rule about not leaving vehicles at fogg dam is set by parks and wildlife commission NT. it's year round, not just for the wet season, and if your tour guide were to flout those rules they likely would get their permit revoked 3. you can literally find all this info from a simple google search

We went to a croc park for school. Watching a crocodile move under clear water without the slightest ripple is terrifying. Message received! No swimming, means no swimming!

I don’t really understand the question? You went to a park famous for its Crocs, part of the reason people visit the area. Where it’s pretty well known you can’t legally walk around in the park. Did you think the tour was like a specific thing that lets you walk around the park?
