Mix the condensed milk and Philadelphia until smooth, then fold in the whipped cream. Dip the biscuits in the milk and cappuccino mixture. Make a layer of biscuits, then a layer of cream, and repeat until all the ingredients are used. Refrigerate for a few hours.
