According to the United States Supreme Court, when a Law Enforcement Officer advises that a crime has been committed and directs you to move out of their crime scene you must move to an area where the Police tell you is outside the crime scene. If you show up and the police hasn’t placed crime scene tape yet, the crime scene can be verbally advised by the Officers! It is a crime to enter or remain in a crime scene once the Officers advise that you are in their crime scene!

The cameraman is wrong bottom line.The police are advising you.It's a crime scene.You don't know where the crime was committed so giving the barrier of 15 feet.You don't know where that fifteen feet starts. it'd be much easier just to back out.Wait till they put the tape up and then close in.
