I don’t have much muscle but I’d estimate I’m at around 16-18% body fat, my goal right now is cut down to 12 and work my way back up to maintenance through a reverse diet and then go on a slight surplus for 6+ months until I reach 18% or so body fat and then cut again, is this fine?

Can you please help me Out? I'm male, 16 years old, 173 cm (roughly 5'8") tall but only aroujd 53 kg (117 lbs). I'm already relatively lean overall but don't really have a six-pack. I train my Abs twice a week already (I do a upper-lower Split). Should I cut or lean bulk? Or does maingaining Help me? I've seen quite a Lot of people hate on it recently, saying it's ineffective
