In fact at the beginning it was "parler comme un basque l’espagnol" which means "speaking Spanish like a basque would" (even if they lived in Spain they didn’t speak Spanish)

There is a lovely Franco-German show Karambolage that covers it and other French expressions if you're interested. But I'm not sure it is really funny but savage yes... They said it actually traces back to the Occitan word gavach, a pejorative term for mountain people from the upland Pyrenean areas who came down to the lowlands as seasonal labourers, there was no vache but gavatch their swollen neck visible symptom of their iodine deficiency associated with crétinism and so the inability to speak properly French. It is a modification due to a bad comprehension that stuck. It was a « Basque » at first not a vache. Spanish Basques do indeed talk badly french

It is suppose to come from "parler français comme un Basque espagnol" because even if a big part of Pays Basque is in France, the spanish part of Pays Basque reeeeally don't speak french. But I find way more funny the fact that we, french people, act like cow are supposed to speak spanish 😂
