I always base at the junk baron on the road inbetween lousiville and west point. Pre-built walls and large empty space, forest and water right behind it, direct access to the road.

The gas station nearby is a great place, just complete the high fence and you have nearly infinite gas in your base, and plenty of stuff for cars
