Professional moving head operator here: It’s simple, but a bit technical: over time, the internal cables wind around the motor hub. So they need a short break to unwind, and then they’re ready to be used again 🤓

Lots of people have pointed to the reasons they're spinning, but the reason the one in front might not be is because its prepped for a cue coming up. In a show I'm working on right now, I have a handful of cues like that, where a group of lights are running an effect despite being off, but one of them has to stop the effect because its being used for something different in an upcoming cue.

These fixtures are like excavators and tanks. 14 rotations to one side and they will unscrew. That's why they are rotating back, to screw again

As someone who does lighting work, I often start running an effect on fixtures that are off so that when I bring them up during the song they are already moving. As for the one not moving… perhaps they have it off on purpose so that they bring up even groups of fixtures. I sometimes will park a light off for symmetry purposes even though it’s on the rig.

Sometimes they are MIB (moving in black) for a cue coming up, or it’s possible someone forgot to stomp the effect from a cue before if the console is tracking
