No, this isn't feasible politically, logistically, and militarily, because striking Pearl Harbor, including US occupied Philippines is vital for Imperial Japan to project influence in Southeast Asia and the wider Indo-Pacific. Destruction of the United States Pacific fleet is absolutely necessary, because Imperial Japan considered it to be an existential threat to its territorial expansion, believed the United States to be weak-willed and decedent willing to submit to any demands the Japanese made after the decisive strike. The Philippines has significant military infrastructure development by the United States without the Philippines acting as a springboard, Imperial Japan cannot sustain any operations in the Indo-Pacific at all.
