Why don’t cities have a group to help people on hard times instead of fine them when they already don’t have money or health! I’m 78 now and had a stroke but before when I cut my grass I cut my neighbors. Kids next door on the other side had no mow and I let them use mind. We’ve forgot how to be neighbors!
