Rain falling at 1–3 inches per hour. Flooding is life-threatening. HIGH WIND WARNING: All districts remain under a High Wind Warning (Gusts to 70 MPH). POWER OUTAGES: Approximately 19,000 customers are currently without power. Stay clear of all downed utility lines.
