The real reason is because in lore amethyst and garnet didn’t want to make sugilite ever again, they could’ve easily recasted her but there was no purpose in bringing back sugilite and it would’ve gone against the continuity

They probably had a contract that Sugalite wasn’t allowed to to be voiced by anyone else in order to lock Cartoon Network into needing to pay her to do the voice again if the character returned

They most likely didn’t do sugilite more often because of how destructive she was in her episode and her voice actor who is Nicki Minaj probably is very expensive to have voice for an entire season just like how we see fusions with let’s say sardonyx since their voice actor is not so expensive in a sense
