To anyone without toddlers that don't understand, she was expecting to enjoy that cookie whole, by breaking it in half mom "ruined" that expectation so her little brain just flooded her with disappointment emotions that she hasn't a clue how to deal with yet because she's brand new and doesn't yet have the neural connections that tells her this disappointment is actually not that big of a deal. So she does the only thing she knows how to do and melts down. It's an absolutely normal reaction at that stage. That melt down is all part of the learning process that helps her distinguish between what deserves a big reaction and what doesn't. You did the exact same as a child, so let this little one learn from these big emotions and enjoy her new cookie in peace.
