I’m confused. I get these messages after every assasin mission but he never spawn in my missions. Do you have to do something special to spawn him?

Fun Tip, if you use Jade he refuses to attack you, so he spawns in and leaves immediately, still drops rewards too.

You can actually buy the Stalkers weapons and the war from the store for plat only the broken war is the only farmable weapon

I got a broken war blueprint before completing the second dream so I don’t think completing it is a necessity

To add to this, the assassination on Neptune has as many as 4 bosses that spawn per mission, and each one can give you a mark from Stalker.

"Randomly" chooses when I'm in by myself since no one is playing public and it just so happens I'm getting a hard time, then I see a boss health bar, died thrice to that hoe but nearly got him once
