The internal obliques work to rotate your body to the same side, while your external obliques rotate to the opposite side. The second exercise focuses on the main function of your rectus abdominis; trunk flexion, meaning bringing your rib cage towards your pelvis. As with training most muscles, the goal is to maximise range of motion & time under tension, with sufficient resistance to make it challenging.
