ssj 2 and 3 were never supposed to be independent transformations. they've always been evolutions of the singular ssj. even in the interview you've shown, toriyama says that Goku wanted to master regular super sayain as well as his base form. that's what SSJ2 was back in the Cell saga, that's why it was introduced in grades and not a separate transformation. you can't really say super "fixed this problem" when it's significantly more transformation oriented, especially when we have things like super sayain god super sayain kaioken x20 Goku relied on until mui

UI is still a transformation there's literally 7 transformation in super between goku and vegita alone worst thing super did was down play the power super saiyan had by making the universe 6 saiyans get it so easy, I agree that they shouldn't rely on super saiyan so much it was supposed to be a once in a life time transformation but giving him UI and super saiyan god literally has the exact same issues that youre talking about

bro Goku did try to master the super saiyan form against cell in dragon ball z am I trippin? remember the hyperbolic time chamber episode where Goku and Gohan are training together? sure while after that training it took Goku years to master it, inside that dimension makes the 1 day on outside of the dimension into a 1 year and goku could've won against cell or at least a tie and his friends would like to finished cell off (just a theory)
