Don’t try to remove it, it can be really painful for them! It’s an overgrowth of keratin called hyperkeratosis. My frenchies have it too. You can buy nose ointment for them to moisturize it and eventually the extra skin will just fall off on its own. Go on Amazon and just look up “nose balm for dogs”
