I think the ability to opt out shows there has been a shift somewhere. The man you interviewed said that workers could leave for more pay in a different city, does that mean there's more free movement between cities now?

Good! I remember reading about the production of the first iPhone in Smithsonian magazine; they switched from plastic to glass, and because there are factory dorms, they woke up the workers and made them work for hours in the night to make sure the iPhone was out in time.
