Very generally, you get ON an unbounded surface or line (2D and 1D, respectively), and you get IN a volume/space (3D), bounded surface or line (2D and 1D, respectively). If no surfaces, lines or spaces/volumes are involved, you use "AT"; e.g., water IN the glass (glass is a volume), the water spilled ON the floor (floor is a surface); the car stopped AT the traffic lights (traffic lights are not a space, surface or line).

So do we board a taxi or get into one? Theoretically, the only difference between a taxi and bus is the size of the vehicle.

What about taxis? They're cars, but you do board them. Also, ships, boats, subway, train? And if I am nearby a subway, do I tell people "Everyone get in" or "Everyone get on" considering I don't use the noun but imply it? Please help me understand. Thanks!
