Jotaro's stand is FTL but Jotaro himself is NOT FTL. Once Obito is using Kamui, no matter how jotaro punch him, he cannot attack Obito, even when he uses his time top. If jotaro (not the stand) react slower than Obito then Obito can still blitz him.
