this is nothing to do with smart motorway this would be the same on standard motorway with a car stranded in lane 3. car has broken down and stayed in lane 3.

We have known this “smart” principle on Dutch motorways for several decades. It works well here because there is more human control over the matrix signs and opening or adjusting lanes. And alongside the main lanes, there are always small hard shoulders.

The flashing on the signs are because the camera is set to record in NTSC (60Hz or 30hz), while the electricity system is PAL in the UK (50hz), so the flashing is due to the camera being out of sync
