Cones are really meant to meld with the cone. It is a product together with the ice cream. It is a totally different menu item than ice cream served in a cup. I would just get one scoop of ice cream with a cone. The second scoop on top is just not a part of the menu item. That is just ice cream. The cone + ice cream, not waffle bowl cone or anything is the actual invention. No spoons!
