You’re missing that throu the pipeline passes mostly light crude and for diesel you need heavy crude, so even at full capacity the pipeline would not substitute ship transportation

No, it’s max capacity is 5M barrels a day, but 25M transit the straight. Sure, it helps, but not to any great extent.
