A decent amount of “bad” emperors were actually pretty good governors, is just that the works we get are from the rich aristocrats who obviously talked about what they cared about (so if an emperor taxed the rich he was automatically a despicable human being) and only depict the more intimate life of the emperor (who cares what Nero did?
