I might be wrong but for stuff like power and gas I think a trip/check metre along with the tariff rate has to be explicitly specified in the tenancy agreement at the beginning of the tenancy because you're depriving the tenant the ability to choose their own power/gas company so you have to specify that upfront and have them agree to it. that's less of a problem for water because in general you only have one option there
again just what I've heard I might be wrong

Yep easiest is add it to the rent ! Don’t know if you have discussed this about insurance when upstairs downstairs two different tenants and insurance company takes your money but then when it burns they don’t pay out as title certificate states only a single dwellings
