Athens was largely dependent on slave forces for their public works and revenue in order to support the lavishness and lifestyle of a city state. Eventually metics(free pernament citizens from other city states) could potentially earn voting rights by fighting for Athens, supporting it or marking, but the reason the voting population was so low is to give a meaning to democracy, males exclusively so you had to serve your state in the military, only athenian citizens so people vote for the state and not themselves or their other country, education was mandatory so people could think before voting, people didn't seperate themselves into groups(like today's immigrants voting for a foreign leader) but instead interaction was more common.
