I really like the theory of panpsychism, that proposes that instead of consciousness being a property emerging from complex systems, such as the brain, it's a universal property, a fundamental feature of all physical matter, and the brain merely acts as a filter.

Buddhism describes it best. Consciousness is simply a quality inherent to the universe, in the same way that space is and there are many similarities between them. The question of which color is your favorite and why, has to do with conditioning and maybe even genetics or chemicals in the brain. Consciousness is not a thing itself but its the result of the coming together of actual, measurable energies and arises when the right conditions for it are met, and passes again when they aren’t met anymore. As for the question if we can measure it i like to think of a complicated device. The device is there to do a certain task and we can measure at which part of it the energy is moving through in that moment similar to how we can measure what part of the brain is active when we are having a certain subjective experience but we can never measure the device as a separate thing to its other activities, we are the ones that identified it as a device, because we want to use it for something, and can say the device is working as intended or its not working if no energy is moving through it anymore. So in the same way a device is not measurable as a whole separate thing but just arises as a working system that can complete its task once the right conditions are met, consciousness just arises when the conditions are met to do the task that its supposed to do which is help the body grow and stay alive for example.

those qualia are the stuff of consciousness, consciousness is not generated in the brain, the brain and body are receiver and vehicle for the consciousness signal to experience the phsycal reality in spacetime, consciousness itself exists beyond the limits of what humanity currently understands reality to be, matter didn't give rise to consciousness, consciousness exists beyond spacetime and generates matter through the manipulation of energy.
