It has nothing to do with a delay or average. It’s everything to do with meeting the requirements for a missed milestone and insurers having to pay for therapies and consultations with specialists.

The CDC milestones are designed to help diagnose children with actual disabilities, not measure what’s supposed to be “normal.” So the milestones were changed to reflect research that if a child could, at a minimum, reach that threshold, there was a low chance of a developmental disability. The only issue I think that comes from this change is that we’ve raised the threshold for diagnosing developmental delays so it takes a lot more of a delay in development for insurance to cover medical intervention 🥲
