This so needed to happen. In my time I’ve seen the best people in a particular job passed over because they are literally saving the mission every day and didn’t have time to politic and be the president of the fill-in-the blank organization. Better late than never.

There's no standards for what makes you a technical expert... you're being evaluated by people who themselves are not technical experts... so it will remain subjective rankings.

This has been needed for so long. I’m tired of being told oh you need to volunteer more or be involved in this! No what I need is to be good at my job. What I do on my free time is my free time. That has no bearing on me knowing how to complete the task at hand. Or lead for that matter.

It always was amazing how the EP sailor had 7 collaterals 2 quals and the mp was fully qualified with a collateral. When what you outside your job is more important than what your supposed to do, you get todays navy.
