10 month old is fully illegal to leave alone as is a 6 yr old. A baby could choke/get ill etc and a 6 year old would never be able to assist

They did her a favor by not arresting her.. but I do think it’s Better in the long run than the kids going to CPS that night and remaining there until further notice.. hard call but less traumatic for the child when it could be nothing.
