Ro Khanna fought back on the the United States-Izrael Defense Technology Cooperation Initiative. But, there’s more to why Congress just hit the brakes on one of the biggest bills of the year and it wasn’t because of the military. The National Defense Authorization Act, or NDAA, is the bill that funds military programs, troop pay, and defense priorities. It’s considered “must-pass” legislation and has been approved every year for decades. So why did it stall? A group of House Republicans refused to move forward unless Congress also took up the SAVE Act, a separate bill that would require people to provide documentary proof of U.S. citizenship when registering to vote in federal elections. Speaker Mike Johnson tried to find a compromise by linking the two bills, but several conservatives rejected that plan, arguing the Senate could simply remove the election language later. Without enough votes, the House couldn’t even begin debating the defense bill and adjourned for the July 4 recess. So, for now, the NDAA is on hold, not because of a fight over defense spending, but because it’s become part of a larger battle over election policy. This isn’t the end of the story.
