The tradition of a siesta is due to the afternoon heat in summer. That's why people finish work late and go out late in the evening. Not sure where you've seen restaurants that don't open till 11pm

the main reason why everything is pushed back later is that most people after the civil war had two jobs so not only the time zone changed but people usually had a morning shift that ended around 2pm and an afternoon shift until 9pm

I live in spain and the latest a restaurant would open is 8:30, maybe 9 in the south. A club or a bar may not open until 11 but dinnertime here is between 8pm and 10pm

Most South European countries function like this... Heat plays in a factor as well. But I agree they should adjust their time.
