I'll explain.
The scene represents Mr. Fox finally coming to terms with his nature vs. nurture struggle. The Wolf is the "true wild" it doesn’t wear suits or speak English. Mr. Fox spends the whole movie trying to be "civilized," but he’s constantly pulled back to his animal instincts.
By facing the Wolf, he’s facing his own fear of the unknown. That silent fist raise? ✊ It’s a moment of mutual respect and solidarity. Fox realizes he can’t be the Wolf, but he can finally stop being ashamed of the "wild" side of himself.

I get it now, the fox is the family man with his kids and responsibilities. Before that he was a dark wolf roaming the earth alone. Two different versions of himself, the wolf admires the family man and the family man admires the lone wolf he once was so they salute each other. When he was a wolf life was quiet and dark and lonely, hence why it does not respond.
