I'd go with angled backwards about 30°, which would create a vector of force down at the bottom in the horizontal direction.

the safety factor description doesn't sound right. the design is to Handel twice the design load in your example. if the load is over twice the design load the wall will fail.

The secret is building in layers. In a small scale it’s like adding a cup of soil and add a napkin, then another cup of soil and a napkin a so on, then in the middle they add hangers to actually hold the wall. So the wall main purpose is not the strength is to stop the eroding.
