SB1 was supposed to fix California's transportation funding problem. Passed in 2017, it raised the gas tax and added the state's first zero emission vehicle registration fee. Over ten years it will generate 54 billion dollars for infrastructure. It does not sunset. So why is the state still facing a 31 billion dollar revenue loss, on top of a total funding gap topping 200 billion over the same period? The answer traces back to how the gas tax was built. Sixty years ago most vehicles got roughly the same mileage, so paying per gallon worked as a rough stand-in for road usage. Then came the fuel efficiency mandates of the 1970s, and vehicles started consuming fuel at wildly different rates. Add zero emission vehicles, which pay a fraction of what a gas powered car contributes, and the math behind the gas tax no longer holds. SB1 addressed inflation. It did not address a funding model that was already breaking down before the bill passed. The real question is not whether California raised enough money.
