This incentive angle isn't quite right. South Korea, Japan, Taiwan, Singapore and others in East Asia were seen by the Americans in the 1950s as potential client states of USSR so America opened its domestic market to them to ensure that they wouldn't become communist. Initially, the US tried to get the East Asian states to focus on primary commodities like rice exports, but most followed Japan's lead and started producing manufactured goods for export. The US opened its market and turned these states into the Asian Tigers. Singapore as a city-state is situated between the East and Western trade flows so it takes a cut of that trade. Africa has never been given meaningful market access to the American market nor to the European market. Even as China gives Africa free market access, the continent has little the Chinese need above commodities. Export-led growth isn't available to Africa. The issue isn't the quality of leadership, it's about FDI, market access, added value manufactured exports, and a low stable currency. Africa doesn't have these variables. It should find an alternative development model, which isn't export orientated as that ship has sailed.

To the South Korea example, Nigeria didn’t have a Soviet/Chinese aligned neighbor and so the US didn’t think it needed to turn the country into a giant military base

Colonialism did not affect all regions equally. In much of Africa, colonial systems were designed primarily for extraction rather than industrial development. Combined with Cold War interference, unequal trade systems, debt structures, and internal governance problems, this left many African economies dependent on exporting raw materials instead of building strong manufacturing industries. Meanwhile, several Asian countries received geopolitical investment, pursued industrial policy, and developed stronger state capacity after independence.
