15 hours is very excessive. In Nevada the determination of if you can leave your kids alone depends on if your child has access to a working phone to contact a parent or police for emergencies and their like development and responsibility levels. I am still not comfortable leaving them to run to the gas station and mine are 7 & 9 and very mature
