While both British Columbia and Manitoba have committed to establishing minimum nurse-to-patient ratios (mNPRs) to combat burnout and improve patient safety, they differ significantly in how the rules are enforced and how they are calculating the specific unit targets. Here is how the two provincial frameworks compare: 1. Enforcement: Policy vs. Legislation The most structural difference lies in the legal weight behind the frameworks: British Columbia (Policy & Collective Agreement): BC was the first province to adopt nurse-patient ratios, rolling them out in a phased approach. These ratios are established through policy directives backed by a heavy financial commitment ($750 million over three years) and negotiated through the BC Nurses' Union collective agreement.   Manitoba (Legislation): Manitoba took it a step further by passing Bill 28 (The Health System Governance and Accountability Amendment Act).
