She has the Clima-Tact, the weather baton made by Usopp in Alabasta Arc, that is capable of producing vapor, small electric discharges, heat, etc. Nami's vast knowledge of the weather (that is partially an innate intuition, but thoroughly expanded upon in Weatheria during the time skip) gives her the ability to combine these small disturbances the Clima-Tact does in such a precise way in order to create powerful meteorological phenomena.
