I see the merit of the decision. The newspaper isn’t something most people buy. The bill states that they will still be legally required to post changes through online news, which gets far more traffic. About your points on people having to put notices in the newspaper, that’s a fair thing to note and could be brought up. It’s possible that doing one change at a time was easier than just overhauling the newspapers all together in one big bill (after all, many people complain about “big” bills with lots of changes in them). As for why the newspapers are still subsidized, it mostly comes down to protecting local news outlets. This is important for preventing the bigger, corporate news media from taking over completely. This in turn helps mitigate news biases and omissions. Lastly, it’s worth noting that the state is not banning any newspaper from printing changes in the constitution. They cannot stop them if they do it anyway.
