stopping in front of the line is not a rolling stop. A rolling stop is when you don't come to a complete stop, you just slow down and then go.

So is it still true that you stop at whichever comes First? the stop sign or the line, and Then you can roll forward to get a better view? Or do you have to actually stop at Both and then roll forward to see better? We have a few odd intersections where we are where the lines not near the stop sign but Both are two far back to clearly see traffic

Many of those lines are for traffic light sensors. If you stop too far behind you will never trigger the sensor to change the light.
